Installing solar panels can be a great way to reduce your energy bills, cut carbon emissions, and increase your home’s resilience. But planning permission can feel like a hurdle—especially in conservation areas or for listed buildings.

This guide helps you understand when planning permission is needed and where to go for advice.

Do I need planning permission for solar panels?

In many cases, solar panels are considered permitted development, meaning you don’t need planning permission. However, there are important exceptions—especially if your home is in a conservation area or is a listed building.

General rules (in all cases)

  • Panels should be positioned to minimise visual impact
  • On pitched roofs, panels must not exceed the highest part of the roof (excluding chimneys) and should project no more than 20cm from the surface
  • On flat roofs, panels must not exceed 60cm above the highest part of the roof (excluding chimney)

In conservation areas

  • There is no blanket ban on solar panels
  • Solar panels fitted to roofs in conservation areas do not require planning permission provided they meet with the general rules outlined above.
  • Planning permission is required if panels are fitted to a wall facing a public road (defined in planning terms as a “highway”, which includes adopted roads but not footpaths)*
  • Planning permission is required for panels on flat roofs

Listed buildings

If your property is listed, you always need:

  • Planning permission, and
  • Listed Building Consent
