Frome Town Council’s ultimate aim is to be transparent in all its financial activities. We are required to adhere to Financial Regulations which are reviewed annually by Council and based on nationally agreed guidelines issued Government. Our Financial Regulations can be found here.
Annual budgets are discussed at committee level and approved at a council meeting in December for the following financial year. The budget is designed to enable Frome Town Council to deliver its Strategic Plan – A Strategy for Success which can be found here.
Our funding comes mainly from an amount called the precept that is charged on council tax payers in the town. A precept demand is submitted to Government via Mendip District Council, following the agreement of the budget, in January each year.
For the financial year 2014/15 the precept is £1,022,787 and the cost for services to the average band D property in Frome is £126.68p per year. Details of our 2014/15 budget can be found here.

Frome Town Council’s accounts are audited quarterly by internal auditors, currently Fair Account. The end of year accounts – called the Annual Return – are submitted to the external auditors, currently Grant Thornton.

Frome Town Council has received notice of conclusion of audit, accounts year ended 31 March 2014.
The external auditors, Grant Thornton have concluded the audit for the financial year 2013/14 and are satisfied that the Town Council’s accounts and supporting information supplied are in accordance with proper practices and that relevant legislation and regulatory requirements have been met.
A local government elector for the parish may obtain, inspect or take a copy of the Statement of Accounts and Auditors Certificate and Report by arrangement with the Clerk between Monday and Friday 9am – 5pm at 5 Palmer Street, Frome. BA11 1DS.
